Regenerative pathways for a smart livable city - Baguio

Nature of The Project (e.g. building, new community, economic development, etc.)

Improved infrastructure and participatory learning to support DRR/urban resilience with the following key components/outputs: 1) Flood Early Warning System (FEWS), including geospatial technologies, installation of water level monitoring stations, setup and calibration of hydraulic/hydrodynamic models, and real-time data assimilation; 2) flood mitigation action plan, incl. GIS-based spatial overlay analysis, and development of a nature-based typology toolbox; 3) nature-based solution visioning for greenspaces/ parks; 4) Dissemination and Outreach Plan; 5) Mixed method "missing voices" gender and inclusion study and Policy and Actions Recommendations; and 6) Targeted capacity building and on-the-job training.

Why do you think this project is appropriate for the course assignment?

The project was initiated with strong sustainability and urban resilience focus and today is substantially completed, i.e. is now in a consolidation phase. The project is a city wide initiative with components that integrate both into the broader (regional) landscape and some that are more localised within for example select vulnerable communities. The project integrates technical, social and environmental impact lenses. It has involved targeted efforts to integrate communities/voices facing marginalisation/vulnerability. The diverse focuses/elements including on place-based NBS, capacity building and flood mitigation all offer rich distinct and interrelated fields of exploration.

The project sponsor is keen to support/engage. The delivery of the regenerative scenario has potential to create positive ripple effects within the overarching program (Baguio is a pilot intervention under a larger/regional smart cities program) and as well within the implementing company portfolio approach.

Additional Useful Information

Hillarie Cania is part of the program (regional) level project team with deep insights into the Baguio intervention though not acting in own capacity as a key expert member of the Baguio intervention/approach.
